No. Deals are only created on qualified calls (the agent applies your qualification criteria). Spam calls don't hit HubSpot.

Can I control which Activity types it logs?

Yes. Defaults to Call Activity. You can change to a custom type if you have one.

What HubSpot plan do I need?

Starter or above. Free tier doesn't expose the API endpoints we need.
